Who needs the filing

No liability policy on the car when you were stopped or hit.
Reinstatement often waits until the certificate is on file.
A DUI premium is not a clean-record premium.
A non-owner policy can still carry the filing on your license.
The process
Call with whichever Kentucky letter arrived — court or KYTC.
License number, the date, and whether a car is still in your name.
An authorized carrier sends the certificate to the Kentucky Transportation Cabinet or circuit court.
If it lapses, the hold can come back. Ask us to remove it when the letter says you are done.
